Turn cheats on first
A missing Cheat need menu, and what the switch costs you on console
The shift-click menus on this page only appear once the switch is on. If Cheat need is missing from the menu, that is why.
On console, any cheat that needs testingcheats true disables Achievements and Trophies for that save, and everything here is in that group. Other saves keep their progress, and no command turns it back on for the save you used.

Fill one need at a time
The motive name is part of the command, so spelling matters.

Fix the mood as well
Full needs do not clear a moodlet that is already there.

Motive names, toddlers, mermaids and pets
Every fillmotive command wants the internal name, which is the need with motive_ in front of it. fillmotive hunger does nothing, because the command wants motive_hunger. It also acts on the Sim you have selected, so click the right portrait first.
Toddlers have a seventh name: Attention sits where Social does for everyone else, and it is motive_toddler_attention. On an older Sim that command does nothing.
Mermaids swap Hygiene for Hydration. sims.fill_all_commodities tops it up along with everything else, and no separate fillmotive name for Hydration is documented.
Pet motive names are quoted in plenty of places, but none could be confirmed against two independent sources, so this page lists none. Fill the household instead, or shift-click the animal and use its own cheat menu.
Freeze needs so they stop dropping
Shift-click a Sim, choose Cheat need, then Disable need decay. No typed command does this.

Why a Sim with full needs can still be sad
Moods come from moodlets, not from the bars, so a full Sim carrying a Sad moodlet stays sad. Make happy sets the mood as well as the motives. When a moodlet will not shift, sims.remove_all_buffs clears the lot, the pleasant ones included.
Disable need decay covers only the Sim you clicked. It is not a household or save-wide setting, so if you switch to someone else in the same house, do it again for them.
Fill the whole household
Use stats.fill_commodities_household. For every Sim in the world, shift-click the mailbox and choose Alter needs.

EA describes sims.fill_all_commodities as filling the needs of the active Sim, while PC Gamer describes it as covering the whole household. This page follows EA's wording, and the household command above is the dependable way to get household behaviour.

Sims 4 UI Cheats, the free mod by weerbesu, makes the needs panel itself editable.

- Left-click a bar, or right-click for an exact value, -100 to 100.
- Right-click the panel icon to fill every need.
- No decay toggle, so keep using shift-click.

Moodlets
- Right-click a moodlet to remove it. Adding one is not documented.
- Works on Windows and Mac only.

How do you fill all needs in The Sims 4?

There is no typed command. With cheats on, hold Shift, click the Sim, then choose Cheat need followed by Make happy.
Can you fill only one need?
Yes. fillmotive motive_hunger fills Hunger and leaves the rest alone. Swap the last word for energy, bladder, hygiene, fun or social.
