Where the copies come from
weerbesu publishes each build on one public post and lists the release history on his own changelog site. Copies of the mod also turn up on file-host sites, on mod aggregators, and on at least one second Patreon account that posted version 1.50. None of those are his.
Some sites claim to quote the author's rules about re-uploading. We looked for a policy on the release post, on the changelog site and on his Mod The Sims profile, and found none. A page quoting terms that do not exist is not a page to take a download from.
Popularity proves nothing by itself, either. What it does mean is that a malicious official build would not stay quiet for long with 86,551 people following the author and commenting freely under the post.
What the two files do

What a mod like this can and cannot do
The author is specific: UI Cheats only conflicts with other mods that override the same interface resources, not with script mods or tuning mods as a category. When two interface mods collide, the game reads the first and ignores the second, so the second simply stops working.
Two gaps are worth naming. No source we found documents what this mod does to achievements, or to save integrity over time, and we are not filling those in with a guess. Removing the mod takes seconds: delete the two files and it is no longer loaded, so reinstalling The Sims 4 is never a proportionate fix.
Consoles are a hard no rather than a risk. Script mods are not supported there at all, which is covered on whether UI Cheats works on console.

When to do it again
Do it again before a big game patch. That is when mods break and when people start deleting files to work out which one caused it, and a backup turns that from a gamble into a five-minute test.
If the interface does break after an update, the cause is almost always a version mismatch rather than damage. Update the game, install the current build, and work through the fixes for UI Cheats not working if it persists.
