One trait command turns a Sim, and one removes it again. Everything else sets the rank or the temperaments.

Turn a Sim into a werewolf
Switch cheats on
Open the console, enter testingcheats true, then click the Sim.
Run the trait command
Enter traits.equip_trait trait_OccultWerewolf. The Sim arrives at Pup rank with temperaments the game picked.
Capitalisation, and what the command does not do
Most guides write the trait in lower case. The console ignores capitalisation, so trait_occultwerewolf and trait_OccultWerewolf are the same command.
Turning a Sim this way skips the bite and the full moon, but it does not fill the ability tree. Abilities are bought with ability points as the rank rises, and the command some guides publish for unlocking one directly rests on a single source, so it is not in the table.

Rank and experience
Pup is where every werewolf starts and needs no command. Each threshold you cross awards an ability point. Werewolf Lore is an ability rather than a skill, so no stats.set_skill_level command for it works.

Temperaments and aspiration traits
Temperaments are the quirks the wolf form comes with. A Sim can carry several, and the game swaps them around on its own unless you set them.

Temperaments and aspiration traits
Temperaments are traits. traits.equip_trait trait_OccultWerewolf_Temperaments_NightWolf adds one, and traits.remove_trait with the same name drops it.
The names, and where they come from
Temperament names guides list include NightWolf, SurvivalInstincts, RestlessAnimal, Carnivore and Territorial. Aspiration reward traits follow the same pattern with trait_OccultWerewolf_AspirationTraits_ in front, for example BetterTurning and FriendlyWolf.
These lists come from two or three guides rather than from EA, and at least one of them prints a name with a letter missing. If a name is rejected, check the spelling before deciding that temperaments cannot be cheated.

- Right-click a dormant ability to unlock it.
